On August 6th, 2026, Massachusetts Governor, Maura Healey, signed the legislation that confirms  AN ACT TO IMPROVE MASSACHUSETTS HOME CARE

The when and how of this law’s implementation is now in the hands of the Executive Office of Health and Human Services (EOHHS). They are now formally tasked with the development and implementation of a licensing requirement for all Massachusetts home care organizations. A system must be created to support and enforce the law. The EOHHS will eventually have the authority to approve or reject a license to operate a home care agency in the state of Massachusetts.

There will be a registry for clients, families, and healthcare professionals to check home care agency compliance or non-compliance with this law. The public will be given the same opportunity to research home care services just like they can research hospitals, adult day health, assisted living communities, and skilled nursing homes.

The best next step for home care agencies is to familiarize themselves with the law and create accountability practices so that the agency is first on the list to comply, apply, and become fully licensed. Once formal enactment of the law exists, home care agencies who have done their due diligence, will be ready to submit the application.

Training will be non-negotiable. Training healthcare professionals should never be a choice. In-person training should be prioritized. Professional care partners are on the front lines of supporting and managing behavioral and psychological symptoms of dementia.
